Revert to old waiver wire system of 2014

Explanation: The current Waiver Wire System: The worst team in the league is able to pick up as many players as they wanted before the second-worst team would get their chance to make as many waiver claims as they wanted. This process would continue all the way to the best team in the league. The old Waiver Wire System (2014): Waiver order is predetermined, and everyone has equally high and low placements on the waiver wire. Your rank in the league is not factored into the waiver wire.
